The IDD Authority Services Program Manager is responsible for the supervision and administration of the Gulf Coast Center's IDD Authority Programs including Intake, Home and Community Based Services (HCS) Texas Home Living (TXHmL), Community First Choice (CFC) General Revenue (GR), Continuity of Services (COS) and Enhanced Care Coordination (ECC). Responsibilities include: oversight, planning, staffing, coordinating, monitoring and budgeting aspects of assigned programs and services. This position is responsible for the supervision, monitoring and review of the Team Leaders, Administrative Support, the HCS and TXHmL, CFC, and GR Service Coordinators, along with Intake for IDD Services.

The Program Manager of IDD Authority Services will be responsible for the following:

Essential Job Duties:

  • Responsible for monitoring and assisting to prepare and maintain balanced budgets for all assigned areas. 
  •  Continual monitoring of all relevant standards for compliance (HHSC, TAC, etc) 
  •  Responsible for representing the Center at Statewide and area meetings as a subject matter expert of programs/service area.
  •  Coordinates the development and monitoring of performance measures in compliance with the Center's Performance Contract and at Supervisor's request. 
  •  Coordinate staffing and training to ensure that services provided meet Performance Contract and Medicaid practice requirements.
  •  Knowledge of Medicaid and non-Medicaid services and ability to manage service system that meets these program requirements.
  •  Knowledge of state laws and applicable rules related to units overseen. 
  •  Knowledge of management skills and techniques, including administrative practices and fiscal management. 
  •  Ability to foster strong, positive, and effective working relationship with various team members across Integral Care. 
  • Knowledge of the principles of person-centered care and trauma informed care required. 
  •  This position is accountable for creating a highly efficient and innovative professional environment with high performance standards. Recruits, selects and hires appropriate staff for the units overseen. This position has a broad scope of responsibility and oversight for programs and personnel. 
  • Will be responsible and accountable for the adherence to and promotion of the agency compliance policy and will require communication with various departments to foster, develop and continue our community partnerships as it relates to the position.
  • Treat all individuals with the utmost courtesy, decency and respect.
  • Provide responsive, and efficient services.
  • Interact with staff, consumers, local entities and advocacy groups to provide a service that meets local needs.
  • Provide highest level of Customer Service for both internal and external customers.
  • Required to report personnel leave; flex time and emergency leave to assigned supervisor.
  • Strict adherence to the professional, ethical, and legal requirements set forth in GCC's Business Code of Conduct as well as the Corporate Compliance Plan.
  • Consistent adherence to the Center's Dress Code.
  • Consistent adherence to Center safety guidelines and expectations.
  • May be required to travel within Brazoria and Galveston Counties.
  • Out of region travel may be required to attend trainings.
  • Must maintain a clear driving record and driver's license in accordance with our Driver Policy.
  • Requires current Texas Driver's License, reliable transportation and must maintain current auto liability insurance.

Required Education:

  • Bachelor's degree from an accredited college or university with a major in social, behavioral, health or human services, or criminal justice

Required Experience:

  • 3 or more years of experience working with individuals with intellectual or developmental disabilities, knowledge of IDD services and resources.
  • 1 or more years of leadership experience

Preferred Experience:

  • 3 or more years experience directly supervising a team.


  • Ability to present to community partners and agency Board of Trustees on programs and services Solution driven with an ability to address complaints professionally with all parties 
  • Self motivated to network with other LIDDAs and LMHAs for ideas on improving processes or improving consistencies across the state in service delivery for individuals with IDD Personal qualities of integrity, credibility, and commitment to the mission and vision of Gulf Coast Center ability to promote trauma informed principles and values in programs and team building
  • Ability to remain calm, focused, and respond appropriately in crisis situations by applying of current de-escalation techniques; ability to relate to diverse populations which includes a variety of age, gender, and economic status; must have excellent people skills and the ability to develop and maintain collaborative relationships with a variety of stakeholders, as well as effectively lead a professional team; ability to work independently and as part of a cohesive team; experience serving individuals with co-occurring disorders; role models excellent customer services to individuals, families, other agencies, and the community

Working Conditions:

  • Work will be performed in the Office, Field and/or Remotely setting(s).
  • May require varied work hours depending on need of clients.
  • Out of region travel may be required to attend trainings.
  • May require travel to various locations within Brazoria and Galveston Counties. Requires current Texas Driver's License, reliable transportation safe and current with all state requirements, and liability insurance.

Special Projects:

  • Assist supervisor when requested to complete special projects and complete all assignments within a time frame negotiated with the supervisor. Completion of other duties as assigned by supervisor as it relates to the program and position.
