STAFF ANALYST - Evaluation & Quality Assurance Specialist
The Houston Health Department (HHD) seeks to hire a Staff Analyst to serve as an Evaluation and Quality Assurance Specialist in the Bureau of HIV, STD, and Viral Hepatitis Prevention. This individual will report to the Manager of the Policy and Evaluation Unit. This individual will collaborate with the HIV, HIV Service Linkage, STD Field Services and STD Surveillance Programs to analyze quality assurance and compliance data and assist in the implementation of quality improvement processes.

Job duties and responsibilities may include, but are not limited to, the following:
• Interpret, build upon, and comply with quality assurance standards as required by external state (DSHS) and federal partners (CDC)
• Maintain quality assurance processing through records and tracking systems, including root cause analyses and corrective actions
• Prepare, edit, and revise Bureau policy and procedure manuals
• Participate in the evaluation and design of workflows, processes, and various operation systems
• Develop new quality assurance standards to improve operational efficiencies and create protocols for implementation across programs
• Assist Bureau programs with tracking, documenting, and reporting quality levels, as well as progress towards programmatic goals
• Analyze and evaluate programmatic data to improve delivery of services provided by the Bureau Coordinate the preparation of quality assurance reports and offer programmatic recommendations to improve performance
• Present findings and compile reports, special documents, publications and/or audits for internal and external stakeholders
• Develop technological solutions and systems for continuous improvement programs and other appropriate applications
• Identifying training needs and take action to ensure Bureau-wide compliance
• Create and modify Base SAS programs to independently clean, match, and merge large data sets and improve efficiency in analysis and reporting.
• Use data visualization software, including Base SAS, Power BI, Tableau, and/or ArcGIS, to create graphs, tables, charts, maps, and figures for visualizing data.
• Respond to internal and external requests for data and other information as assigned by the supervisor or manager.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
• Lean Six Sigma Certification
• Working knowledge of quality management and quality improvement methodologies
• Working knowledge of HIV and STD’s (history, epidemiological profile, transmission, prevention, treatment, sociopolitical issues)
• Demonstrated experience working with federally funded HIV programs (e.g., CDC, HRSA, SAMHSA, etc.)
• Excellent written, oral, presentation, group facilitation, and interpersonal skills
• Ability to handle and prioritize multiple, diverse assignments
• Demonstrated cultural sensitivity and ability to work comfortably with communities highly impacted by HIV, including but not limited to Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) individuals, gender non-conforming individuals, people who inject drugs, etc.
• Proficiency with Microsoft Office programs and other basic email and web software

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
