Galveston County Health District is seeking a Chief Compliance Officer/Risk Manager!

The right candidate will be responsible for overseeing and ensuring organizational compliance with laws, regulatory requirements, policies and procedures as well as oversight of the information technology, fleet and facilities, contract management, and risk and safety functions of the Galveston County Health District, Coastal Health & Wellness and Galveston Area Ambulance Authority.

  • Bachelor’s degree in Business or related field
  • Juris Doctorate strongly preferred
  • Certification in Compliance preferred
  • 2+ years of experience in public/governmental sector
  • 5+ years of experience conducting compliance audits, investigations, and executive report writing
  • 2+ years supervisory experience
  • Experience in writing reports related to internal investigations
  • Experience in drafting policies and procedures
  • Must have knowledge of applicable laws, rules and regulations impacting the organization and of resources for guidance to public health and healthcare organizations
  • Excellent organization, presentation and negotiation skills
  • Organized individual who has direct work experience in compliance monitoring and enforcement
  • Ability to take complex information and present in a way that is easy to understand
  • Self-directed individual with good fact-finding skills
  • Knowledge of applicable laws, rules and regulations specific to healthcare compliance
  • Licensure as a health care provider or a minimum of one-year clinical risk management experience.
  • Ability for spur of the moment transportation without relying on organization vehicles
  • Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated

  • Must be willing and able to work evening and weekend hours if necessary
  • Must be in compliance with GCHD Immunizations policy
  • Must be in compliance with ICS training requirements

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role. 

Traditional Duties:

  • Develops the annual compliance work plan that assures compliance with program and regulatory requirements.
  • Prepares and presents clear and concise compliance reports to Board(s).
  • Tracks legislative changes and initiates subsequent procedure and/or policy revisions as needed.
  • Establishes and implements compliance measures created to prevent illegal, unethical and/or improper conduct.
  • Conducts assigned internal audits, investigations, program reviews and coordinates efforts related to external audits, reviews and examinations.
  • Responds to alleged violations of rules, regulations, policies, procedures and standards of conduct by evaluating or recommending the initiation of investigative procedures.
  • Develops and oversees a system for uniform handling of such violations.
  • Audits entity compliance in accordance with relevant public health, healthcare, contractual and internal policy requirements.
  • Provides guidance, advice, and/or training and educational programs to improve understanding of related laws and regulatory requirements related to compliance.Confirms compliance with all established training requirements within the organization.
  • Oversees daily operations related to Risk and Safety, assuring that any potential hazards or incurred incidents are reported and reviewed through the Risk & Safety Committee for further action.
  • Oversees IT Manager to ensure adherence to information technology standards that meet both HIPAA, HITECH and regulatory agency security and compliance requirements.
  • Provides contract management oversight and supervises Contracts Analyst to assure organizational compliance.
  • Oversees the Fleet & Facilities Coordinator to assure that GCHD vehicles and facilities are being effectively maintained.
  • Assists the CEO in the drafting and monitoring of any assigned, board-approved policy initiatives to assure compliance.
  • Identifies potential areas of compliance vulnerability and risk; develops and implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
  • Works with management to assure compliance with strategic plan objectives of the organization.
  • Performs other duties as assigned by supervisor.
