Under the matrixed direction of the Associate Director of Community Health and Wellness (CHW) and Medical Director of CHW, the Substance Abuse Prevention Program Manager (SAP-PM) will be responsible for facilitating a new Harris County Public Health (HCPH) initiative focusing on substance abuse prevention. This initiative sponsored by the Centers for Disease Control and Prevention, Overdose Data to Action (OD2A) focuses on the “complex and changing nature of the drug overdose epidemic and highlights the need for an interdisciplinary, comprehensive, and cohesive public health approach.” The incumbent will focus on project development, community outreach, and management of the grant program. Strong organizational capabilities, as well as oral and written communication skills to support the implementation and ongoing requirements of this program, are required. The incumbent will also be responsible for creating and maintaining project plans, identifying, and resolving issues, providing status reports, and maintaining overall communication for all phases of the project.

Project Management/Oversight

  • Leads execution of activities related to the OD2A programming grant and deliverables
  • Implements and monitors program scope and goals in order to ensure project required deliverables are achieved
  • Assists the leadership team in all substance abuse grant-related activities by operationalizing the strategic direction of the substance abuse prevention program
  • Assists the leadership team in performing activities pertinent to grant-related deliverables, metrics, and outcomes
  • Ensures steady progress toward meeting deliverables; identifies challenges and unmet needs, and works collaboratively to develop solutions to advance the goals of the project
  • Ensures adequate daily operation of the projects, including correspondence and communication, especially with supervisors and coordinators
  • Coordinates with Division and Medical Director to identify relevant tools and resources to advance the goals of the project
  • Develops project(s) plan and schedule to identify each task performed
  • Coordinates and supports successful deployment of innovative tools and programs related to the overall project
  • Schedules reoccurring meetings with various internal and external partners and hold regular/routine internal team meetings to plan and monitor project activities such as quality improvement measures
  • Ensures program data (quantitative and qualitative) is accurately and confidentially obtained, tracked, analyzed, and compiled as well as easy to reproduce and present
  • Initiates and maintains tracking of paperwork associated with the OD2A project
  • Maintains documentation of project activities and outcomes of the OD2A project
  • Provides weekly project status reports and updates as needed to the Division Director/Medical Director, including documentation via designated software with project milestones and community impact
  • Develops, implements, and maintains a process for evaluation and improvement of projects related to the scope of work outlined in the OD2A project
  • Develops project charters, timelines, and work plans
  • Develops and maintains relationships with various diverse internal and external project partners
  • Participates in outreach activities to engage new partners as needed and to keep abreast of the project operations
  • Develops and updates program documents and handouts/materials to meet the needs of target populations

Administrative Support

  • Participates as an integral member of the administrative team to assess staffing and operational project needs as well as solicit feedback
  • Coordinates attends and participates in staff meetings and in-service training sessions
  • Ensures that the team’s supply, equipment, and material needs are met
  • Maintains clear tracking for expenses and obtains approval from Division Director before allocating funds toward projects
  • Participates on in-house committees or in activities as assigned
  • Assists with goods ordered, purchased, received, and used by the projects

Other Responsibilities

  • Other duties as assigned, including special tasks involved in responding to an emergency event.

Education Requirements:

  • Bachelor’s degree

Licenses/Certifications Required:

  • Valid Driver’s License (TX upon hire); Must have personal transportation for frequent travel

Experience Requirements:

  • Two years (2) work experience in project management or program support
  • Experience in health, healthcare, or human services programs
  • Must have worked in a team-oriented and customer-oriented environment

Computer Proficiency:

  • Advanced skills using MS Office Software such as MS Word, Excel, and PowerPoint

Knowledge, Skills, and Abilities  

  • Possesses the ability to assist with communicating the divisional/departmental project-related goals and objectives to peers, and the Harris County Community
  • Ability to be attentive to detail and possess strong organizational and project coordination skills
  • Superior technical writing skills and ability to verbally communicate effectively
  • Possesses the ability to multi-task effectively with strong organizational and interpersonal skills
  • Possesses the ability to work toward the overall goal while also addressing details, including establishing priorities
  • Able to work both independently and as part of a team
  • Knowledge of principles and practices of public administration and management.
  • Knowledge of acceptable and appropriate management and strategic planning techniques, including analysis, planning, measurement, and achievement of established goals.

Education Preferred: 

  • Master’s Degree from an accredited university

Licenses/Certifications Preferred:

  • Project Management Professional (PMP) Certification
  • Lean Six Sigma – Green Belt
  • Certified Associate in Project Management (CAPM) preferred

Experience Preferred: 

  • Experience in performance improvement preferred
  • Experience in the social services needs of patients with psychiatric and substance abuse issues

Computer Proficiency:

  • Knowledge of Microsoft SharePoint

Special Skills:

  • Bilingual abilities in English and Spanish

  • Employees may be required to work evenings and weekends, attend out of town meetings and be on 24-hour calls during a disaster
