Dietetic & Nutrition Spec III
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Dietetic & Nutrition Specialist III. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by monitoring and conducting visits in Texas nursing facilities as identified by the Early Warning System (EWS). The Dietetic & Nutrition Specialist III Quality Monitor utilizes expertise in nutrition to assess conditions that could be detrimental to the health, safety, and welfare of facility residents and reviews facility systems to determine facility system strengths and weaknesses. Uses independent and clinical judgment in the discovery process including collecting and evaluating medical, nutritional, and statistical data, as well as policy/procedures and performance reports to determine if the facility's systems are consistent with evidence-based practice.

The Quality monitor dietitian works individually or as part of a team to assists providers in improving systems to ensure facilities are doing the right thing, in the right way, at the right time, for the right person to achieve the best possible outcomes. Provides technical assistance to facility staff to help them incorporate evidence-based best practice elements in their nutrition care systems. Evaluates nutrition care practices and disseminates appropriate educational tools and materials to facility staff. Provides in-service education and other trainings to facility staff, families, and others regarding issues in nutrition. May train and supervise the work of others in the context of a quality monitoring team visit, orientation to peers and others as needed.
The quality monitor dietitian reviews policy/procedures and performance reports. Reviews medical records, conducts staff interviews, and conducts resident assessments to determine facility system needs. Documents accurate and complete reports of monitoring visits and communicates accurate information, findings, recommendations and technical assistance to the facility administrator and staff. Disseminates appropriate education tools and materials to Long Term Care providers.
Essential Job Functions:
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
Plans and travels (extensively each week with overnight stays) to conduct on-site quality monitoring reviews and interviews during quality monitoring visits or rapid response team visits.
Monitors and evaluates facility systems through observations, interviews and record reviews identifying facility strengths and opportunities for improvement.
Interprets and applies long term care facility regulations, standards of care in long term care and evaluates patient care.
Communicates on a complex level with others (internally or externally) to provide, exchange or verify information, answer inquires, address issues and/or solve problems.
Provides complex technical assistance, in-services education and other trainings to facility staff, families, volunteers, and others on evidence based best practices guidances, policies, procedures, and standard as well as review literature review and analyze complex data.
Prepares complex visit reports and special narrative or statistical reports supporting the actions and recommendation.
Conduct literature review and analyze complex information to update nutrition related evidence based best practices technical assistance material.
Works collaboratively with peers on assignments and special projects.
Maintains current knowledge in assigned area by attending meetings, seminars or other trainings and by continually reviewing program policies, procedures, conducting literature reviews and synthesizing the information to share with others.
Provides orientation and mentoring to peers and others as needed.
Performs other duties as assigned.
Knowledge Skills Abilities:

•A minimum of two years of clinical nutrition experience with adults/geriatrics.

•Ability to work independently, exercise professional judgement and make sound decisions.
•Skill in the use of computers using a Windows-based operating system and Microsoft Office Suite.
•Skill in organizing resources and establishing priorities.
•Ability to operate and drive a vehicle.
•Ability to perform other essential job functions such as sitting, standing, crawling, kneeling, bending and lifting up to 25 lbs.
Registration or Licensure Requirements:
Must be a Registered Dietitian. This position requires a current Texas Dietitian License (in good standing) and a current Texas driver’s license. The applicant must enter their current CDR number and TX license number on the application. Initial Selection Criteria:
Current Texas Registered Dietitian license (in good standing)
Current Texas driver’s license.
Minimum two years clinical nutrition experience working with adult/geriatrics populations
Willing to travel 80% of the time.
This is a mobile worker position requiring 80% region-wide and statewide travel including hours other than 8-5 and days other than Monday-Friday.
