Galveston County Health District is seeking a Human Resources Business Partner! 

The right candidate will be responsible for providing collaborative human resources support for designated business units within the organization and serves as point of contact for Human Resources when Human Resources leadership is unavailable. The HRBP builds and maintains effective working relationships with management and employees to provide advice, coaching and counsel to both on employee-related and organizational matters.

  • Bachelor’s Degree from an accredited college or university
  • Must have 3+ years of experience in human resources which includes benefits, employee relations, training and development, adult learning principles, employment law, leave management, talent acquisition, and HRIS experience
  • Bilingual in Spanish preferred
  • Excellent presentation skills
  • Ability for spur of the moment transportation without relying on organization vehicles
  • Must possess or can readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated
  • Department of Motor Vehicle check may be required, if applicable
  • Customer Service Oriented
  • Excellent written and verbal communication skills
  • Excellent Computer skills to include MS Office 365
  • Must be willing and able to work evening and weekend hours if necessary
  • Must be in compliance with GCHD Immunizations policy
  • Must be in compliance with ICS training requirements
  • Must pass criminal background check and drug/alcohol screening

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role. 

Traditional Duties

  • Responds to the HR needs of internal and external customers in a timely and professional manner
  • Partners with employees and management to communicate and interpret various HR policies, procedures, laws, standards, and other government regulations
  • Facilitates New Employee Orientation
  • Meets with new employees to complete mandatory paperwork for benefits, payroll, etc.
  • Prepares employee personnel action forms and drafts memos related to employee status changes
  • Updates job descriptions as needed
  • Creates worker’s compensation memos on injury updates for managers and for the personnel file
  • Processes and submits employee insurance benefit changes
  • Facilitates employee separation process including, but not limited to, exit meeting, survey, separation checklist, etc.
  • Administers employee FMLA requests and monitors compliance
  • Processes credentialing of licensed providers
  • Processes unemployment claims
  • Provides HR policy and benefit guidance
  • Create adhoc reports for management as needed
  • Assists with coordinating and conducting staff training and development initiatives, including conducting research, developing draft plans, and organizing and/or conducting training programs on various topics
  • Performs other duties as assigned by supervisor
