Position Description

Under the supervision of the Surveillance and Epidemiology Unit (SEU) Manager, the Epidemiologist / Statistician applies principles of Informatics and Epidemiology to disease control activities and services related to public health surveillance, preparedness, and response within the jurisdiction of Harris County Public Health (HCPH). Of particular importance is the prevention and control of notifiable conditions and communicable diseases, including diseases related to potential Bioterrorism agents and the proper surveillance and reporting of disease occurrence and outbreak situations.


Duties and Responsibilities:

  • Continues the development and improvement of MAVEN surveillance system and its daily administration and maintenance
  • Maintains the reporting process to Texas Department of State Health Services (DSHS) for notifiable conditions, data retrieving and quality assurance
  • Applies analytical methods to data from a variety of subject areas and sources and maintaining various data files
  • Assists with the provision of data-driven information that contributes to the process of descriptive and analytic information routinely collected and reported regarding program evaluation, disease occurrence and emerging public health issues in the HCPH jurisdiction and Harris County
  • Assists with development of analytical plans that incorporate appropriate epidemiological and statistical methods and techniques that include but are not limited to the design of survey and data collection tools, execution of data collection, analysis, and interpretation of results, to describe or solve epidemiologic questions

Informatics: 

  • Spearheads and manages the continued development and improvement of MAVEN surveillance system, and works collaboratively with HCPH’s IT department and contracted software vendor on design, implementation, programming, and improvement of the software
  • Administers and maintains both MAVEN and Insight surveillance software and associated databases
  • Administers and maintains the Inbound and Outbound interface of MAVEN, utilize Rhapsody to process ELRs to/from DSHS server
  • Sends notifiable disease cases to DSHS daily through established electronic process and maintains the reporting mechanism to ensure uninterrupted case reporting
  • Customizes reports in MAVEN system and retrieves data from MAVEN and other databases as needed

Data Analysis: 

  • Along with other members of SEU, produces routine data and QA reports, and upon request, regarding notifiable conditions and other emerging pathogens
  • Runs routine data reports such as quarterly surveillance outcome measures and summary surveillance reports for public information sharing
  • Administers and maintains the web-based Flu Portal and related accounts
  • Produces special reports and statistical analysis of epidemiological investigations to ensure readiness for responding to Bioterrorism, other outbreaks of infectious diseases, and other public health threats and emergencies
  • Provides data support during outbreak response, including database development, data collection during large outbreak investigations and assisting epidemiologists in data management
  • Conducts quality assurance assessments of the SEU
  • Produces special reports and statistical analyses of epidemiological investigations related to volume, quality, and other metrics
  • Along with program leadership, assists to define ways to improve accuracy and timeliness of investigation processes and reporting
  • Provides technical expertise in statistical analysis and epidemiological methods and techniques in the SEU such as data management (cleaning and recoding etc.), analysis, and reporting
  • Creates documentations and guidelines related to informatics and data management and analysis as needed
  • Fulfills data requests in SEU for internal and external requesters
  • Provides trainings as related to informatics and data management as needed

Subject Matter Expert: 

  • Provides technical expertise in informatics, statistical analysis, and epidemiological methods and techniques throughout HCPH as assigned
  • Responds as directed to requests for special reports, data analysis, or presentations
  • Ensures statistical validity and epidemiologic applicability regarding assigned projects
  • Performs data extraction and analysis of health indicators to describe the health status of residents in the HCPH jurisdiction that includes data from various sources on morbidity, mortality, community infrastructure and program planning

Other Duties & Responsibilities:

  • Performs other duties as assigned, including special tasks involved in responding to an emergency event
  • When needed, participates in investigations and provides intervention for epidemic or unusual community health related episodes or outbreaks, including those related to potential Bioterrorism agents and other related public health issues which develop the public health preparedness capacities of the section
  • May serve as surge capacity in public health emergency responses

Requirements

  • Master’s Degree from an accredited college or university in Biostatistics/Statistics, Epidemiology, Public Health, Informatics or related health or science field with a research curriculum; and
  • Successful completion of coursework related to Epidemiologic Disease Investigation
  • Successful completion of fifteen (15) semester hours in Statistics or Mathematics with at least (6) of those semester hours in Statistical Methods, (i.e., courses that include studies in Research Methods, Research Design/Proposal Writing, or methods of processing Mass Statistical Data such as methods of Tabulation and/or Electronic Data Processing
  • A minimum of two (2) years practical experience in the field of Epidemiology, Communicable Disease Control, or in a Public Health setting, which focused on Informatics, Collecting, Computing, and Analyzing Statistical Data, in Public Health or related Health settings
  • Experience with statistical analysis software such as SPSS, SAS, STATA, or comparable programs to extract data and analyze complex databases
  • Knowledge of CDC packages such as EpiInfo and geographic information systems package such as MapInfo or ArcGIS
  • Intermediate competence in MS Office software skills especially Excel and Access
  • Experience with GIS mapping software
  • Ability to display data and statistics graphically to demonstrate trends

Preferences
